User Management (creation, deletion, roles assignment etc., of users) can be done by the Administrator. Administrator is like any other user login, with the privilege to handle User Management operations. By default the dba login (User Name: dba Password: dba) is the administrator.
User Management will be enabled only when you license the software. When you apply a valid license, a link 'User Administration' will be made visible as part of the Quick Links at the top right corner of the screen. This will be visible only for users who have the privilege to handle User Management operations.
